Exploring the Legal Landscape and Risks of Football Betting
In our daily lives, it's not uncommon to come across instances of gambling among various entities, with one of the most prevalent being gambling in football. So, what exactly is gambling? How do we define gambling in football? And what about betting? Let's delve into these concepts and explore how they are regulated by the vip betting tips today
1. What is Gambling?
Gambling refers to the act of using money or other assets to wager on predicting the outcome of an event that is about to occur or is ongoing but hasn't concluded yet. It can also be understood as a monetary exchange based on predicting the winning or losing scores of a sports match.
Gambling often involves tightly organized, large-scale operations where multiple individuals participate through an intermediary entity. This entity sets the conditions while also acting as the intermediary for receiving and disbursing benefits to the participants based on the agreed-upon terms. Any form of gambling is considered organized gambling or betting and is subject to legal regulation.
2. What is Football Gambling?
Football gambling involves using money or other assets to bet on predicting the outcome of a football match that is either about to take place or is ongoing but hasn't concluded yet.
Football gambling is a widespread phenomenon and is a matter of concern in society due to its serious consequences, impacting not only the participants but also their families, relatives, and society as a whole. Football gambling, often referred to as "cockfighting for money," is considered akin to other forms of gambling, leading to adverse outcomes.
Example: Football Gambling
Analyzing the term football gambling reveals its widespread usage among those who participate in gambling, a form of online gambling based on predicting the outcome of a forthcoming football match.
Bookmakers (entities organizing gambling) provide specific odds for a match, for example:
Match between: Liverpool vs. Arsenal with odds of 1/2 for over/under 2 (1/2)
Gamblers understand these odds as follows: Liverpool gives Arsenal a half goal advantage, meaning if the match ends in a draw with any score, those betting on Liverpool will lose money, while those betting on Arsenal will win. Typically, the win-loss ratio is 1:1 (For instance, betting on Arsenal with 1 million will yield 1 million, betting on Liverpool will result in a loss of 1 million). However, actual odds may vary based on the real-time match dynamics, with bookmakers adjusting odds minute by minute during the match (i.e., betting 1 million on Arsenal might only yield 900,000 if bookmakers assess at that moment that Arsenal is dominating Liverpool or vice versa).

Similar variations in odds include:
The concept of "in-play betting": Betting on whether a team will score in the final 15 minutes of a match.
Over/under corner kicks: Betting on the total number of corner kicks in a match.
Special bets like "First ball possession by a team."
Betting on which team will win a season, which team will be relegated, which coach will be sacked, etc.
A "major bookmaker" divides into multiple agents (organizations or individuals) when participating in a gambling network, commonly referred to as "pooling boards." Each board has different amounts of money, and from these smaller boards, intermediaries receive commissions, essentially a commission fee. Participants in the gambling network receive a commission typically ranging from 20,000 to 50,000 dong for every 1 million dong they place in bets.
Note: Football gambling is a criminal offense at present, and many football gambling networks worth billions have been busted recently. However, the government has explored methods to legalize football gambling, but legislative attempts have been repeatedly rejected by the parliament.
3. What is Betting?
Betting is a common and familiar concept in developed countries like the US and the UK. They have horse racing, dog racing, and other sports betting venues where participants can freely choose to place bets.
Thus, the concept of betting can be understood as:
"Betting is an agreement to predict the correctness or incorrectness of an outcome or a challenge, often wagering money or other assets."
Agreements wagered with money or assets in any form are considered organized gambling or betting and are subject to legal penalties based on the nature and extent of the violation.
According to the Vietnamese Penal Code (2015 Penal Code; 2017 Penal Code amendment and supplementation), the term betting appears in two offenses:
According to point b, Clause 2, Article 265 of the 2015 Penal Code, amended and supplemented in 2017, regarding the offense of organizing illegal racing, it stipulates: "b) Organizing betting;"
Point e, Clause 2, Article 266 of the 2015 Penal Code, amended and supplemented in 2017, regarding the offense of illegal racing, includes provisions on "e) Participating in betting."
In Vietnam, betting is subject to criminal prosecution for organizing or participating in illegal racing. Worldwide, betting behavior is diverse and extensive, not limited to racing.
